Match rules, draw and Covid-19 health plan in place for weekend’s Carnival of Cricket; Club division games postponed

Information for the Carnival of Cricket Event

Nine Old Boys Schools teams will feature at the sixth annual Carnival of Cricket, organised by the Sri Lanka Sports Association of Queensland, on April 10 and 11, on Ovals 1 & 3 at the Whites Hill Reserve Cricket Ground, Camp Hill.
The Clubs division has been postponed for a later date as the turf wicket and outfield on Oval 3 has been waterlgoged due to this week’s heavy rain.
The teams:
Old Boys Schools: Ananda College, Dharmaraja College, D.S. Senanayake College, Maliyadeva and St Anne’s College, Royal College, Sri Sumangala College, St Sebastian’s College, S. Thomas College and Trinity College

Club Division POSTPONED: Open Clubs: Brizzy Lankans, DFM Warriors, Ellalan CC, Wolfpack and Y Kings CC will play at a later date still to be determined.

The carnival, postponed last year because of the prevailing Covid-19 situation, is returning with stringent controls on spectator numbers and participation. Attendance at the ground will be by prior registration, and numbers will be limited on both days. See the associaition’s Covid-19 plan below.

The carnival is again being sponsored by the Brisbane City Council wards of Calamvale, Holland Park and Coorparoo under the auspices of the Lord Mayor’s Community Fund.

Ananda Old Boys and Wolf Pack emerged winners in the schools and club sections respectively in 2019.

Please do not enter

·       if you experience cough, fever or shortness of breath

·       anyone in the team/residence visited designated COVID-19 hotspots in Queensland or other states or territories in the last 14 days.

·       anyone in the team/residence been confirmed with COVID-19 or is currently being tested for COVID-19 or has displayed COVID-19 symptoms.

Maintain social distancing 1.5 metres all times

There is a COVID sign-in tracker at the entrance for all attendees and they are asked to hand sanitize before progressing into the ovals.

 

Spectators are required to register before attending the event. All attendees will be given wrist band to endure registration.

 

Players and match officials information collected by Captains and Team Managers prior to the play day and duly completed forms with signatures will give to the Covid Registration desk.

Players, volunteers have also been provided with PPE specifically masks, gloves, alcoholic (medical grade) wipes and personal hand sanitizers.

Match Rules

  1. Each participating team(s) MUST NOMINATE 8 PLAYERS FOR THE GAME before play commences.
  2. Batting team(s) MUST provide a SCORER (in an instance where SLSAQ Committee has given prior notification) for the game.
  3. Batting team(s) MUST provide a LEG UMPIRE for the game, to save time next batsmen in to stand in as Leg Umpire.
  4. Allocation of overs will be 7 Overs (for Club Matches) & 6 Overs (for School Matches) per team and maximum of 1 Over per bowler.
  5. One (1) over is defined as maximum of Six (6) legitimate balls.
  6. Underarm bowling will result in a No Ball.
  7. Red 4-piece hardball will be used for All Games.
  8. Only ONE end of the wicket will be used for batting in each game, so Wicket-Keeper can be stationed on the same side of the batsman. This is to save time between overs.
    1. New Game to start from the end that was not in use in the previous match.
  9. Once a Batsman has scored 30 Runs:
    1. Must Compulsorily Retire.
    2. 30 Runs is the Restricted Benchmark.
      1. These restrictions will not apply if the last two batsmen are at the crease and these are no more players left to bat.
  • Only Permitted to recommence their innings after All Team Members are Dismissed (OUT).
  1. Once the Retired Batsman (who Compulsorily Retired after scoring 30 runs) recommences their innings for the second time, they Do Not need to Compulsorily Retire a second time.
  2. If Rules Noted are Not Followed, the Batsman will be deemed as OUT without any further consideration or discussion, and Runs Scored Deducted from Final Score achieved by their respective team.
  3. This decision is Not up for Discussion at Any Given Time (before, during or after the tournament) and No Variations can be Proposed at any time (before, during or after the tournament).
  1. Standard International Cricket Rules will be used during the tournament.
  2. Main Umpire has the final say.
  3. No fielding restrictions applicable during the game except for the wicket-keeper.
  4. The wicket-keeper CANNOT stand on the boundary line
  5. The wicket-keeper MUST wear PADS at all times. Umpires have the right to action this practice and failing to do so will result in DISQUALIFICATION.
  6. Substitution is only allowed in the case of legitimate injury.
    1. The substitute(s) are only PERMITTED to Field.
    2. NOT Permitted to Bat or Bowl in any circumstances.
  7. If a Player(s) is injured while Bowling one of the 7 Overs (Club Matches) or 6 Overs (School Matches), and can no longer complete their over:
    1. The Player who was picked to bowl the next over will NOT be permitted to complete the over.
    2. Instead the Captain can select any other Player to complete the unfinished over.
  • This is NOT up for Discussion and failing to do so will Result in DISQUALIFICATION.
  1. Due to any change in circumstances The Cricket Sub CommitteeSLSAQ Cricket Sub Committee shall reduce the number of overs to accommodate the smooth progress of the tournament.
  2. ONE RUN will be awarded for a WIDE BALL and EXTRA BALL will have to be bowled until a legitimate over is complete
  3. ONE RUN will be awarded for a NO BALL plus any runs scored and A FREE HIT will be allowed. EXTRA BALL to be bowled until a legitimate over is complete
  4. TIME RESTRICTIONS APPLY. It is the Captain’s Responsibility that their Team (applies to both SCHOOLS and CLUBS) plays within the time allocated as per the Match Schedule, the Team that does NOT Adhere to this Rule will be Penalised.
    1. This applies to BOTH Bowling and Batting Teams.
    2. Prior WARNING (ONLY THE FIRST INSTANCE) will be given to a Captain of their respective team by the Umpire and/or, Match Referee and/or Scorer.
  • Thereafter NO further Warning will be given, and will result in a reduced over rate and/or target (runs or score) to attain.
  1. If the Batting team Violates this Rule – the runs scored during the allocated time will be considered as their Final Score to attain.
  2. If the Bowing team Violates this Rule – the Bowling team is still required to complete the number of overs in a minimum time frame, and the team bowling second is ONLY Required to bowl the number of overs reached within the timeframe allocated.
  3. “No Exceptions Will Made” as the Umpires, Match Referee and Scorers will keep close watch to implement this rule and the Main Umpire and/or Match Referee will have the final say.
  1. Any Delay over 15 minutes to start a game will result in forfeiture of the match and points awarded to the opposition team. Minimum of 6 players per side needed to start a match.
  2. In the event of a walkover, opposition teams run rate will be calculated based on their previous matches and action will be taken by the SLSAQ Cricket Committee for the team forfeited the match.
  3. Run Rate will be based on batting net run-rate in the Match.
  4. If tournament is affected due to Bad Weather before play or during the tournament, the SLSAQ Committee reserves the right to adopt the best possible outcome.
    1. SLSAQ Management Committee to reach a decision with the assistance of the Cricket Sub-Committee.
    2. All possible scenarios will be considered.
  • The SLSAQ Management Committee will make the Final decision to best suit the Tournament.
  • In the event of a Tie, the modified Super Over concept will be used.
  • The team that batted second in the main match will bat first in the Super Over.
  • Each team must nominate three batsmen before start of the 1st super over.
  • Each team must nominate a bowler before start of the 1st super over.
  • The bowler of the batting team cannot both bat and bowl in the same super over.
  • Each side has three nominated batsmen, meaning that the loss of two wickets ends the Super Over.
  • In the event of the scores being level in the Super Over, the team that has scored the MOST amounts of Boundaries (regardless whether it is a “4” or “6”) during the Super Over will determine the winner.
  • In an event where Both Teams having scored the same number of Boundaries (regardless whether it is a “4” or “6”) during the Super Over, the Run Rate achieved by Both Teams during the Super Over will be taken in to consideration and the Winner will be determined.
  • In an event where both Teams have the same Run Rate during the Super Over, the Run Rate achieved during the opening leading to the Semi Finals will be considered and a Winner will be named.
  • The above rules (Number – 8) will ONLY change during a Final, where both Teams who Qualified will be named as Joint Champions.
  • NO other rules will come in to play or considered.

In addition:

 All participants must agree to follow the rules of the Carnival of Cricket as set by the association and further all participants agree to abide by the rules of the competition and the constitution of the association and participants shall not act in any manner which causes any detriment or harm to the association.

  •  No participant or individual is allowed to display any form of advertising without written prior approval of the association. The association reserves the right to stop/ban unwarranted/unauthorised/illegal advertising in the form of display or broadcasting whatsoever material or content that could be likely to harm the spirit of the game or event.

  •  Advertising means flags, logos on shirts or pants.

  • The management committee of the association reserves the right to evict or reject any team from this tournament that breaches the Rules of the Carnival or spirit of the Carnival or the advertising Rule or Rules of the association or team or individual that makes political/racist/sexist or engages in discriminatory conduct or statement and the association is the final arbiter on these matters and will not entertain any correspondence thereafter.

  • This Carnival is strictly an amateur and social event therefore all persons participating do so at their own risk. The association takes no responsibility for injury/death incurred whilst participating in the Carnival.

  • All participants must at all times abide by the laws of Queensland and follow and abide by directions given by any Officer of the Queensland Police Service present at the venue.
